NYPUM programs are hosted and operated by non-profit or municipal agencies that provide youth services, including community-based agencies, residential treatment centers, school districts, police and probation departments.
Any non-profit or municipal organizations that provide youth services are eligible to open NYPUM programs.
NYPUM can be successful wherever there is a community need.

There is tremendous flexibility in terms of how organizations structure their NYPUM programs. No two NYPUM programs are exactly alike other than sharing the adherence to the minibike training program and safety rules, and commitment to following NYPUM's methodology of using Success Plans and mentoring. All rides are "earned" based on each participants adherence and/or completion of the goals laid out in thier Success Plans.
